Description:
Management Information System and Central Database (MIS/CDB) is a major Sub-system developed by a multinational consortium lead by XYBASE, as part of the Total Airport Management System (TAMS) for the new Kuala Lumpur International Airport (KLIA) Sepang. MIS/CDB represents more than 2000 man-days effort in total beginning in September 1996 with the complete implementation targeted for December 1997. The Consortium represents Malaysia Airline System (MAS) and XYBASE, is known as MAX, and has included critical Information System and Technology Suppliers like IBM, Digital, Lotus Consulting, Speedwing of British Airways, Schipol Airport Service, Data Sciences (UK), Oracle and several local companies providing key services.
TAMS is being developed to fully support the business goals and strategies for KLIA, with state-of-the-art Software and hardware, with an extensive emphasis on sophisticated network and telecommunication infrastructure. MIS/CDB, representing Commercial off-the-shelf (COTS) and specially developed software, has had the following design goals to meet:

The four main roles for MIS/CDB are to:
- provide Inter sub-system communication.
- support airport operations management.

support the general KLIA Management.

provide general TAMS services.
The MIS/CDB Components are:
Information Broker (IB).
TAMS uses the IB as a single mechanism for sub-system interface and messaging. This enables sub-systems to be de-coupled from one another and TAMS with flexibility and expandability. The IB is implemented using DCE/ENCINA running on a pair of IBM RS/6000 SP2 hardware and AIX operating System.
Operational Database (ODB).
This forms the central database for critical airport operations information, and receives and consolidates information from various TAMS Sub-systems. The high availability requirement is achieved for the ODB by implementing Oracle Parallel Server (OPS) technology on a pair of IBM RS/6000 model R40's and AIX operating system.
Operational Information System (OIS).
This Front-end component provides operational data and alert information to the AOC and CCC, as well as Airport users. OIS was developed using the latest PowerBuilder tools, as well as TCP/IP Socket programming for providing dynamic display capability for key information users. Dual workstations, with one workstation having two touch-screens facilities were implemented for the AOC users.
Executive Information System (EIS).
This provides airport management with historical business performance and is a "data warehouse" for medium and long-term planning tool, with flexible reporting facilities. Its principle data sources are from ODB, Point-of-Sales (POS) and AIS. EIS is implemented using Holos from Seagate Software, and Oracle "data warehouse" running on an IBM RS/6000. Some additional modules are implemented using PowerBuilder tools.
Administrative Information System (AIS).
This component provides the financial, accounting, human resource management and material management functions. AIS implemented using SAPR/3 and Oracle running on a IBM RS/6000 SP2 and AIX operating system.
Document Management Facility (DMF).
This component provides for the management of electronic document and also Library management functions. Key documents loaded are the AOC/CCC procedures, Malaysian Civil Aviation Act, Aerodrome Manual, Commercial Aircraft drawings, IATA and ICAO regulations. DMF, including the Library management service, is implemented using Lotus Notes, with the server running on a IBM RS/6000.
Electronic Commerce Services (ECS).
This is concerned with external communication information exchanges, as well as providing the Desktop facilities and Office Automation products. The functions, Electronic Data Interchange (EDI), including products and network service providers, Internet Access and World Wide Web (www) facilities and provision for airport-wide Information Kiosk. Also provided are 300 over Pentium based Personal Computer (PC) workstations and Desktop Management facilities.
